My Passport has been stolen with valid visa

Im from Libya, My passport has been stolen from my car, it was in bag .
Just i want to know what i have to do, By the way im still in Libya , i didn't travel to Canada yet and my Visa was taken on 4-4-2014 for study permite i applied online to cic and i get it after 1 month .

My visa has been 4 month while and i still stayed in libya and my english course was from 28-7-2014 until 28-7-2015 .

Please any one advise me what i have to do with immigration

1. Most likely its an expired visa, usually you must enter Canada (first time entry) within 3 months of TRV issuance.
2. If not expired, fill up IMM 5009E (Replacement of an immigrant document), http://www.cic.gc.ca/english/pdf/kits/forms/IMM5009E.pdf and submit to local CHC.

The "expiry date" of TRV is different, its not the date by which you must leave Canada. You must enter Canada before its "expiry date" (check top line of visa), its almost always 3 months.

so whats that mean , i should apply again for new Visa when i get new passport or they will only new passport to change the old visa on it .

You will need to submit a new application once you obtain a replacement passport. Kindly include a copy of the police report and an affidavit of loss when submitting your application.

and i guess NEW APPLICATION means u have to reapply for new visa and include a copy of the police report and an affidavit of loss.

I checked with immigration and they replied in my email

If you have already submitted your application, the visa officer will take into account your date of travel that you would have mentioned in your application form. Please note if your application is approved, you need to travel to Canada within the validity of your passport.

but nevertheless, you need to apply a new visa, anyway u can put your uci in your application.
