hey,

This is my first post here and I have no knowledge about the immigration programs.

My mother lives in Toronto Canada and is a Permanent Residence. She wants to call one of my sister lives in Pakistan.

I want to know in what Immigration programs she fits in and what are the key requirements for this type of visa?

Please help me.

Dependent is someone under the age of 22, not 19.

To OP, when you mom got PR, did she declare your sister as non-accompanying dependent, and your sister did a medical exam?

Thanks you HARMIN so much for your reply.

My sister is not qualified for both conditions. She is about 40 years old and having a baby girl.

If she never was declared and never got a medical exam when your mom applied and landed as PR, I think she can never be sponsored by your mom. Sorry.

Your sister is not a member of the family class, so she can't be sponsored.

The only possible way is if your mom had absolutely no family or relatives living in Canada, and her parents were deceased. Then she could possibly sponsor her daughter.

My mother was about 50 years old back in 2001 and she doesn't know anything about Canadians Immigration procedures so she just added 2 of my brothers who were under 19 that time.

That is what I am already afraid of...

Actually, your mom didn't need to declare her since its sounds like your sister was already over 22 when your mom became PR. So she was not a dependent. So that is ok.

But you sister does not qualify for sponsorship by your mom because she is not a dependent unless your mom qualifies for the strict exception that Rob_TO mentioned.

My mom is living with one of my brother and she got a whole family there (my maternal family). My younger brothers are there in Canada and they are stable financially, is there is an option for them to become a petitioner in place of my mom?
