I called Canadian revenue and they are sending me my most recent option C of year 2000. I haven't lived or worked in Canada for over 10 years. Can I provide that and also my US income tax for 2011? I am sponsoring my spouse and we both live in the US.

yes that would be perfect. As long as you explain you haven't lived in Canada for the 10 years and you are not a tax resident of Canada and provide the US income tax info you have for 2011 you're golden! :)!

The most recent Option C I could get was for 1998. The officer I spoke to at Revenue Canada said that sending in the Option C for 1998 would be useless and CIC would not want such an old assessment. Instead, I am using the most recent tax assessment from 2010, together with a whole bunch of other supporting documentation.

I'll probrably send in the 2000 tax assessment anyway as well as my US income tax of 2011...i just got it done. Also supporting documents from my parents stating that we can stay with them in Canada until we are financially ready to move out, etc.
 
It's your choice if you want to send it, but I am sure CIC will not even look at it. The reason they want to see an Option C is to ensure you are not bankrupt or that you have not received government assistance. So, you have to ask yourself, what good is a 12 year old assessment for the purposes of a current immigration application. The answer is ZERO.

I have the Option C from 98, but I will not send it, as I know it's just a waste of their time...

What did you end up sending? I'm going to send the US tax info from 2011 as well as a letter from my parents stating we can stay with them and take care of our financial needs if we need it until we can move out on our own after we get employed. Is that good? I'm writing a letter too about it.
 
This is what I am going to do:

1. 2 page letter explaining why I did not provide an Option C;
2. My tax records from the Chinese government for 2010 which is equivalent to the Option C (2011 will be released in May - I am sending the application on April 3rd);
3. Letter of intent from a Canadian employer @ CAD$70,000 per year;
4. Mention of being a student in Canada (though for immigration purposes this is useless, but I want to show my commitment to life-long learning for the betterment of my family);
5. Pay stubs from August 2011 to present (current contract year);
6. Statement of Earnings and Benefits from my employer for 2010 and 2011;
7. Printed e-mail correspondence with banks and realty companies enquiring about mortgages;
8. My sincere promise to leave China as soon as my wife gets her visa - I also explained how we would close all our bank accounts, cancel our home phone / Internet, cancel our cellular plan, etc...

I surely hope this is enough proof that I am not on government assistance and that I have been fully employed and paying taxes while living in China.

Sounds like you have good proof. Wow 2 page letter as to why you don't have option C? I will try to write how we haven't had a chance to move to Canada til now which is why we've been here in the US so long.
