my mom is Canada with single entry visa, need change to multiply entry , How?

my mom is in Canada with single entry visa for more than one year, need change to multiply entry for vacation trip with us. and I hope she can visit us next few years as well. I emailed CIC office in Ottawa and was told to sent her application to outside office , I sent to LA but returned and said should go to ottawa for process. I emailed Ottawa again and they told me same : Ottawa office is only process student and workers . i need send outside of canada.Is any one can help me?on how to apply?

or any suggestion should i apply super visa . which one is better?

1. As Canadian offices no longer accept TRV applications from persons in Canada, unless they have valid Study/Work permits (can apply to Ottawa) she will have to apply to the office that services either her country of citizenship or country of residence.

To apply for a temporary resident visa at this visa office, you must be legally admitted to or a citizen of a country that is served by this visa office.

She is Chinese citizen, Is the visa office in China the only option for apply? is any office in north American accepting application for Chinese citizen as she has been in Canada for more than 1 year?

Well if the notice on the New York Web site is correct, China is her only choice.
