Your post doesn't really make sense. You haven't really provided any information. I'm assuming since they don't want to do the DNA test, they are attempting to commit fraud?

Agree with canuck about your post not making sense. IF the mother and daughter do not have legal documents about how they are related, that is WHY they are being required to do a DNA test. If they do not want to submit to a DNA test, then the assumption is they are trying to hide something. If the sponsor knew about this and is intentionally misrepresenting and trying to defraud Canada, no one can really tell you what IRCC will do.

NO ONE here will help your friends commit fraud.

I agree that your question doesn't make sense. It's normal for IRCC to request a DNA test if they want to confirm a biological connection. If the mother and daughter are in fact biologically related then they need to go ahead and complete the DNA test and there won't be any issues. If, on the other hand, they are attempting to commit fraud, then you aren't going to get any help on this forum. They should be expecting to receive a 5 year ban from Canada for misrepresentation.
