It's not clear what your question is. If your friend is on social assistance, the spousal sponsorship application is going to be refused. Your friend needs to stop taking social assistance BEFORE the spousal sponsorship application is submitted. If the application is already submitted and she is taking social assistance, she should be expecting a refusal.

She summited abd got refusal.then her lawyer said she can tru to use humanitarian reason and that she is taking care of her kids and will stop when he comes.But I told her it will still be refused so what should she do

I think the chances of approval are very low. She should work to get off social assistance and find a job since she most likely will not be able to sponsor her husband until she does this. She will need to remain off social assistance while the application is processed.

Why would her application be sent to the other visa office for final ..

If H&C considerations are requested, IRCC generally reviews the file again. There is always some chance of approval. However if someone is on social assistance, this almost always ends in refusal. Again, she needs to get off social assistance and get a job for this to work out.

At this point there is really nothing she can do but wait. Her application is not routine and will not be processed according to normal processing times. She can expect much longer processing times than normal because she does not meet the requirements to sponsor.

Again, I would very strongly recommend that she get off social assistance. Those who are on social assistance do not qualify to qualify to sponsor a spouse.

With one more person to support, it is highly unlikely that she will go off welfare when he gets here. If she can't support the family she has here, IRCC is not going to allow her to bring someone else. She should be expecting a refusal.
