My cousine applied in normal track in 2007, whats steps for fast track?

Hi to all,
My cousine is staying in Africa kenya, he applied in normal track in year 2007. now he have 1year 7months experience under NOC 0213, what he can do to change it in the Fast track?
all seniors please look in this issue and possible to give some hints or solution..

he can re-apply under fast track by submitting new fee and forms. Its upto him if he want to withdraw and get refund of the old application and dthen apply under fast track.

YES i agreed with dream-can. he has two options first remained the old application in the same status and re-apply with new fee. God forbid if his new application is rejected then previousone will be in process. secondone he can withdraw his application then re-apply. i was also in the same boat but i selected first option.
