My brother is Canadian but not currently living in Canada

Hi All,
I have a Canadian brother who is currently out of Canada on his company's assignment for last 2 years. He will return to Canada in next year October-2018 only. Can I claim 15 points on his behalf and state that immigration should be given only after his return?

You cannot claim the 15 points. Your brother must be living in Canada in order for you to claim the 15 points. If you apply and claim those 15 points, you'll be refused and it's quite possible CIC will hand you a 5 year ban from Canada for misrepresentation (lying in your application).
