MY Bro-in-LAW is PR in Alberta, is it affect negatively my Quebec application

I have relative...my bro-in-law ......who is PR in Edmonton, Alberta , Canada.I want to apply as a quebec skilled worker but some consultants are saying your application will be rejected due to your relative in Alberta because if anyone having relative in canada who is PR in any province other than Quebec then they reject your application because they think you will move to your relative as soon as u get PR?

Is it true that we have a negative effect of our relative on our PR application in Quebec?]
