My application was refused 90 days ago can I appeal it ?!

what happened is that yesterday on 23 of July Icalled CIC and they told me that my application got rejected and they send an letter of rejection reason in my portal. I dont have an access to my portal it's with my immigration consultants here in UAE.

I went to them and they showed me the emails and the portal everything is fine like the first day.

I went home today and I called CIC again and they told me "it was not rejected but rather cancelled". "Its two different things" and it was cancelled as incomplete because my PCC from Pakistan did not cover my entire period there "12 days before my final departure form Karachi is missing form the PCC "
The worse part is the agent said that this updated was send on the 26 of April ON MY BIOMETRICS DATE
okay let's say the consultant missed it then why I got a ghost update on the 15 of July ?!
That my application has been updated
AND WHY MY APPLICATION STATUS IS NORMAL?!
I need an advise to reapply again
Please note that the agent advised me to reapply again and my point now has increased from 450 initially to 453
Advice please can I appeal my case after all this know that the CRS scores are above than 460

There's nothing to appeal if you didn't provide a proper PCC. It's a mistake on your end, not IRCC.

If your application was cancelled for incompleteness, there's nothing much you can do. You can re-enter the pool (you're probably already back in the pool, unless one year has passed since you made a profile), and wait for another ITA.

Your application status should update in a few days - you are absolutely certain your agent showed you the right profile..?

It needs to cover all the time you spent in that country. Since you are currently outside Pakistan, you would need to get a PCC that's dated after you left Pakistan.

In your case, you apparently submitted a PCC that was dated 12 days before you left Pakistan, and therefore you got rejected

For the one I got from Pakistan they need it to cover from the 1st day I arrived at Pakistan to the last day I left it.
