Hi, One if my friend is studying in Australia with an Indian citizenship and now he want to cancel his admission and move to Canada is that possible ?? If yes can we apply for study permit visa to Canada from Australia or should go back to India and the apply ?? Kindly please help me with this!!

Best option is to finish his course in Australia and either work or return to India. Based on his level of education he can see whether he should work a while and see if he qualifies for immigration or apply for another study visa( (from India).

Ok but what are the chances of getting Canada visa if he apply from Australia, as he has already cancelled his Australia admission.

It becomes more difficult because he will lack ties to his home country and abandoning a course before finishing makes him not a serious student. Hard to tell what will happen. If he got into a top university for a PhD CIC might overlook these issues.
