I waited until I had my work permit...but it states you have to have lived here for 6 months and then provide all of the documents that are listed. Having visitor status alone won't work, but since you have AOR, that should be proof to obtain it--along with the other requirements:
http://www2.gov.bc.ca/assets/gov/health/health-drug-coverage/medical-services-plan/bc-residents/eligibility-and-enrolment/are-you-eligible/covering-a-spouse-or-child-who-is-an-applicant-for-permanent-resident-status-in-canada.pdf
The link I posted above says if "a spouse/child has visitor status in Canada and his/her papers do not state “Case Type 17” or provide any other indication that permanent resident status has been applied for..." more proof would need to be attached from the list they provided.
Yes that is why I want to send my documents because I have lived in BC for almost 2 years and now I have AOR and extension of stay as a visitor until November 2017 (Before I held study and work permit). Thanks guys you are very helpful.

I'd call them just to make sure. The phone agents are nice. I'm pretty sure in my convos with them that i could have once i had been here 6 months and had the PR app in....and think a friend did it and got it--don't recall who it was though (Or i'd ask). I actually waited until my US health insurance expired to get it.
