my apologies guys for not being able to have responded earlier..well the friend who got MR had applied around 21 june 2010..his NOC was 2145 (petroleum engineer)..his case got in process around april 2012..delhi

i fully appreciate the urgency as all of us look forward to receiving our MRs and once again regret the delay from my side to have responded earlier..
