i have assessed my points for MPNP ,score is 81 ,but the problem is ,i have applied PR( federal) in 2009 which was refused in 2010,will this affect my MPNP application ?

The formal application refused based on what? I dont think that has anything to do with ur MPNP application....just go ahead and apply
