Why not live where Canadians live and kids go to school speaking French? That would be a nice thing to do since you probably left India for a reason. Otherwise you could have stayed there....

Can look here in this link but ultimately kids would learn French as though a first language unless you planning not to stay in Quebec and using just as a means to PR http://www.ourkids.net/english-language-schools-montreal.php Would tend to agree with the previous poster integrating with the local community is key to successful settlement even if you do start as you propose initially as a comfort factor personal view is should not be a long term living plan.
