I have a friend who is a post-doc at a Quebec university with an employer-specific work permit which states they must work in "Montreal". They want to live in Ontario but are unsure if they are legally allowed to live in another province than they work. They work from home now, but would be set up with an office at another university in Ontario (but still working for the same employer in Montreal) once things are back to normal. They also don't know if they'd get health insurance.

could she apply for a new permit under the new location but the same employer then?

The immigration firm my employer used said that if you want to be able to work from multiple locations you need to ask for the work permit to say “authorized to work across Canada as designated by the employer.”
 
For Quebec applications you are really limitted to Quebec. They must stay on Quebec and unless they change employer it won't be possible to live in Ontario. Is there a reason they want to live in Ontario?
