Hi there, I've never posted on this site before; hopefully someone will see this. My boyfriend lives in Serbia; I'm willing to do everything in my power to get him into Canada. We're both young (19 and 20 years of age) and we don't have much of an idea of how to proceed. I was wondering if anyone knows of the 'safest' way to get him into Canada? I think he'll apply for a tourist visa. We'd both love him to stay permanently, however, right now it's just a matter of getting him in so we can spend some time together and talk about him staying permanently, and more importantly, legally. The plan is he'll stay with me and my parents for a couple months, meaning everything will be paid for. The problem is, neither of us have stable jobs, as we've both just graduated from high school. Our situation is pretty tricky. How much money will he need for a tourist visa? Any tips or suggestions?

If you’re looking to secure a visit visa which requires him to stay for a longer than normal amount of time then I would expect him to be questioned heavily by immigration on his arrival.

When he arrives they are going to ask why he is here and also for how long he will stay. This will then lead to questions around having enough money to support himself and where he will be staying.

As I assume he will be staying with you (his girlfriend) this will potentially lead to more questions around his intentions. They will look for a reason to return home (job etc). If they are not satisfied with his answers the chances are he will be denied entry.

Everything you have described will be what immigration will expect.

Simple ways into Canada are through confirmed employment with a Canadian employer (Temporary Foreign Work Permit), study or an out of country permanent resident application. These are the correct and legal ways, there will be little chance of short-cutting the process.
