Hi my mother has PR to Canada and she lives there. I'm 38 year old Sri Lankan national married with 1 child living in Dubai. I wanted to know if my mother can apply for me? If yes please help with the process on going about it. If no how else can I apply to migrate please?

Does she have any other family in Canada? Husband, children, parents, brother, sister, aunt or uncles or cousins?
 
Yes she has her husband and her daughter from second marriage. Her daughter is 29 years old and working there.

She cannot sponsor you. You will have to qualify on you own through an economic immigration program like Express Entry.

thank you. Express entry how does the process work? I had done my IELTS in 2017 Dec. Overall band 6.5: Listening-5.5,Reading 6.0, Writing- 6.5, and Speaking-7.5. Is that okay to go ahead with? I don't have any experience in Canada but I have 10 years experience here in Dubai with GE and I'm going to graduate doing my MBA this Aug. Please help know exactly what I need to do here

You’ll need to spend time on the IRCC site researching all of this if you are serious about applying. No one here is going to take you through all of the steps. Alternatively you can hire a lawyer to assist you. Express Entry is a point based program and you’ll need to have 440 or more points to have a chance of being selected. You’re going to have to research the rest yourself.
