Mississauga VO vs Country of Citizenship VO- questions

Does anyone know why an application would stay in Mississauga Outland VO instead of going to PA’s home country VO?

Is it random? Or are there certain things specific to the application that would keep Mississauga as the VO?

Usually those from visa exempt countries with straight forward apps stay in mississauga. A lot from the usa stay in mississauga

I sent my app in march 2017 and it was forwarded to mexico in may 2017. Some countries take their time.
