hi there ... just looking a good answer.Im a permanent resident here in Canada.I want to bring my nephew 10 years old by student permit,under of my Legal Guardianship (not adoption) which will process to the court in the Philippines.My question is; Can my nephew study here in Canada without a tuition fee?

Unless he is a permenent resident, it is most likely tuition will be required. Are your nephews parents still alive?

yes,but we process under Legal Guardianship,even the leagal gueardian is permanent resident do we need to pay tuition fee?
 
Your nephew isn’t a permenent resident until someone sponsors him. He would still be an international student. It’s unlikely IRCC would accept you sponsoring him as a dependent as his parents are alive and it would be seen as immigration of convienience.

He'll definitely be classified as an international student and will require a study permit. Budget for $15K per year in tuition if he attends public school (private school will be more).

Are both of his parents deceased? It will only work if both of his parents have passed away and he's an orphan. If he's an orphan, then you would have to officially adopt him and then sponsor him for PR. Once he's a PR, he can qualify to attend school tuition free.

Otherwise it will be classified as an adoption of convenience by CIC and CIC will say that you have entered into this adoption for the sole purposes of providing him with an immigration benefit in Canada. In other words, CIC will refused PR and not recognize the adoption if his parents are still alive.
