My dad has a tiny water spill on the photo of his passport. it is clear and recognizable , we applied for a visitor visas for both him and my mom.. The agent at VFS was not too worried but he did say that there is teeny tiny chance of rejection for him!
so I have two questions, what are the odds of rejections ? has anyone had rejections based on something like this ?
second question is that, say the visa is approved, do you think it is worth applying for a new passport anyways and how to apply for the transfer the stamp from one passport to other ?

Nobody can tell.

Yes. If the CBSA officer finds that the picture is damaged and could result in an "alteration" then it will be rejected.

There is no such thing as "transfer the stamp". The old TRV will have to be shown when travelling for its validity.
 
If time allows apply for a new passport given although nobody really looks like their passport photo as jalex said they are always looking out for anything that could indicate unauthorised changes have been made to a passport. Its difficult for forum readers to really advise given not all passports are the same for example if the water damage has lifted any laminated section that could be an issue. Ultimately you need to make a judgement on how minor tha damage is given some travellers travel successfully with really battered passports and they are fine.
