I am an international student in canada and I applied twice for my children visitor visa from Jamaica but it was refused.
Even though a letter of consent was submitted on each occasions but I did not submit a custodian form because they are not going to study in canada.

They have USA visa and have travelled to the USA before so now I want to re-aply for their canada visa but their father have moved to another country and I don't have a contact for him.

How will I get their visa without submitting an authorization letter from him? I am currently seeking a document from the court stating that i have custody of them but it seams like that alone will not help. What is your advise?

IRCC will not process their applications without a consent letter/authorization from their dad. That's because it would seem like the children are being taken abroad illegally.

If you are granted sole custody from a court of law then the consent letter/authorization won't be required

However I was reading a thread post by a mother who has experienced similar situation. She said even though she have full custody of her daughter, Ircc still requires her to submit a consent letter from the father.
How about that.

From the IRCC website:
If the minor is the subject of a custody order or is in a single-parent family
  • a copy of the custody order is required; or
  • proof of custody and/or the other parent's written consent for the trip
