Minor application - question about second parent which already sent his application

I am a mother and applying for citizenship with minor. My husband already filed and sent his citizenship application.

Is it ok to answer YES on question 7 about second parent - "Will this parent be submitting their own application for Canadian citizenship together with this minor application?"
since he doesn't have his certificate yet?

It specifically started off the adult is applying together in this specific application package which is not the case here!
