There is no minimum threshold under the EE, depending on your profile you will obtain points that will place you in a pool against other applicants. The more points you have the higher rank you will be placed in the list and more options to qualify for an invitation to apply for PR.

You have a strong profile. You can always apply now on both categories (if you are eligible for both) and then when Express Entry starts you can apply for it as well. When one application gets through and you get your PR, you can withdraw the other applications.
Many people do that as a way to maximize the chances of being accepted in the shortest time possible. Of course, some fees are not refundable, so that would be the price you pay for trying to expedite things. It's up to you.
