Minimum educational qualification for spouse OWP of a Masters student

Hello Altruists,
One of my friend is planning to go for masters, but is worried about his spouse being able to accompany him as OWP applicant.
This is because the spouse just recently started Bachelor program first semester in his native country.
All OWP holders i know at least completed Bachelor or Masters, so asking here. Please help.

A degree is not a requirement for a OWP.
