Thank you all for the information.Also I wanted to know that are T4A slips accepted as for CEC they have mentioned T4 slips.As a posdoc my husband is working full time and is on a work permit and pays full taxes.

It is on the checklist so the answer is YES.
 
Or (One more week of full time 30hrs + one weeks of part time atleast 2hrs) should also work. Because three 28 hrs week = three part time weeks= one full time + one part time. So, in his case, he will be short of one week of full time and another week of part time work experience to have one year of full time work experience. Correct me if I am wrong as I am also following above calculation to comeplete work experience for my application too.

Calculating is simple (Reference: http://www.cic.gc.ca/english/immigrate/cec/apply-who.asp):

"You must have at least 12 months of full-time, or an equal amount in part-time, skilled work experience. Full-time work means at least 30 hours of paid work per week".

1 - Full Time
12 Months of Full Time Paid Experience - that is 12 Full Months (not 11.5 months or 11.9 months) of at least 30 Hours Per Week (not 27 or 29)

2 - Part Time
More than 12 Months of Paid Part Time Experience (not 11 months or 11.9 months) of at least 1,560 Hours (30 Hours x 52 Weeks).

i have almost finished my 1 year experience and i worked for 3 part time weeks (28 hours each). Since, they are not continous i do not have any paystub less than 64 hours (bi-weekly). So should i just apply my application on time or should i wait for 3 more weeks in order to technically finish my full time 52 weeks of requirement
 
i can wait but i am getting worried about the cap on my NOC 2282

49 weeks full-time = 49 weeks
3 weeks part-time at 28 hours = (3 × 28) ÷ 30 = 2.8 full-time weeks
Total 51.8 full-time weeks

Wait an extra week or so.
