Hi,
I understand that the CIC website states that a PR application under a Canadian Experience Class takes a maximum of 13 months to be processed and us to find know the outcome.

But, is it possible for applicants to receive the outcome any earlier. I have been told that some PR applicants had to hardly wait for about 4 - 6 months to receive their PR.

Please advice and share experiences.

4-6 months under cec is highly unlikely as just to open your file it takes that long.
 
Thirteen months is not the maximum, but the average time it takes to complete a case. I believe it is stated as the average time to close 80 percent of cases.
 
Seeing the current pattern, I would say 10-12 months at least. This time probably would increase once CIC starts processing application Jan 2013 onwards since the rule is relaxed to 1 year. I myself have been waiting for medicals for past 8 months.
 
How long does it usually take for the CEC application to change status from "Application Received" to "In Process"? That is, from receiving the application to opening up my papers and review my application? I got the "Application Received" status last June 2013 but up to now it still has not changed.

Relax! urs still have some way to go. If your application is processed as the majority it might take about 10 months to update your status from app received to in process. I sent my app in april and it changed to in process just this month. if u are june, then maybe feb or march. I suggest you look around the forum and search for different months spreadsheets (eg. April 2013 applicants, May 2013 Applications, etc). That will give you an idea of which applications immigration is going through
