Go to any MPNP 2015 thread and ask all your questions instead of you waiting for answers here on a new thread. IELTS is not only mandatory but a core part of ur total score in to getting a nomination.

Express Entry is a federal economic immigration programs. Its good n faster but you are going to be in a pool of competition with several other pple and you might not get invitation to submit full application. You can hasten your EE route (get more points) if u can add a provincial nomination to ur EE profile. But you cant decide that for Manitoba. When you receive Manitoba LAA and they find your application good enough for EE. Then they send you ur nomination points which you will accept through your EE profile. Hope that helps
