Cost could be much higher than 15000. Impossible to comment whether she will be found medically inadmissible. MS is an extremely variable disease. You should also be considering the need for family support. There is never a guarantee that family will be able to join you in Canada so if you don't have a support system already in Canada you should also be considering if you move and your wife's conditions declines who will be able to provide help and support. Unless you make quite a lot of money hiring part-time or full-time help will not be an option.
