As part of my PR application, I have to get a medical for a dependent child living in Holland. However, based on the panel of doctors as per the CIC website, I'm seeing 2 panel doctors in Amsterdam. Is there any way we can get a doctor in Holland to do the medical?

Nope, you can only get medicals done by the approved panel doctors. Unfortunately your child will have to get this done in Amsterdam. I was in a similar situation and had to travel to another city for medicals.

There are very rare exceptions to the rules but these are based on the extreme remoteness of the applicant. In a country like Holland, where distances are small and transportation infrastructure is well established, there is no realistic chance of an exception being approved. I suspect that the distance exceptions only apply within Canada anyway. Outside Canada, you are expected to travel to wherever you can be examined, based on the information provided by https://secure.cic.gc.ca/pp-md/pp-list.aspx
