Medical expired 3 weeks ago "decision made" appeared together with "in Process"

I applied in Feb 2010.
In process October 2010.
Interview May 2011.
Medical May 2011
Second interview February 2012.
My medical expired 3 weeks ago and e-cas showing "In process" and "Decision Made" too.
Can you please give me an idea what it means?
I applied in Moscow VO.

I had the same thing couple weeks ago, it was underline "In process" and "Decision has been made on your application. The office will contact you regarding the decision" but after it changed to "Medicals have been received". Have you tried to contact Moscow? I sent email to them twice but they never responded.
