I've been scheduled for a cataracts surgery in December on both eyes. I do suffer from rheumatoid arthritis too, i dont take any medication for that however. would that have any affect on my medical examination for my permanent residency application?

There are exactly three concerns for an immigration medical:

- Is the condition a threat to public health
- Is the condition a threat to public safety
- Are the anticipated medical costs of your condition(s) likely to incur more than 5 times the anticipated medical costs over the next five years (this can be extended to 10x under certain circumstances).

Nothing you've mentioned sounds like it would trigger any of these three things, so unless there is something else that turns up in your medical examination it seems unlikely you'll have problems.

Even if they do find something, they don't just send you a refusal - there's an entire process, where they ask for more information, give you a chance to respond and then turn you down. :'(
