When I phoned our province's medical-insurance registry office, they told me that, yes, my daughter and I would get health cards as soon as we were able to show, A) the AOR, and B) the receipt showing we'd paid our fees, and C) a copy of my Visitor's Record.

Note: we are OUTLAND applicants, living currently in Canada. Not Inland applicants.

I just mailed off everything the provincial health authority asked for, but I'm dubious: Do you think their information is really correct?
 
Depends on the province that you're in. If it's Ontario, that is definitely NOT the case. In Ontario, when you apply outland, you are eligible for OHIP after being a PR and living here for 3 months. For inland, you're eligible once you receive 1st stage approval (AIP or approval in principle).
