meaning of In process under old and new (fast) track

Hi,

what is the difference of status 'In process' between the old (before feb/2008) and new (after 2008) years,

I think there is no status called recieved by visa office in the old one, and In process was first step?

Does in process in the new version could mean, more progress than old one?

It means the same... Initial Assessment complete & Eligibility Review complete... Action at hand.
