I am a stay at home mum for my kids. I am Canadian and want to move home with my soon to be husband.

I receive state benefits (child tax credits). I am a full time carer for one of my children who has a disability (they all have Canadian citizenship cards) and don't work though my partner is self employed.

Can I apply to sponsor him (outland) whilst on benefits?

I don't think child tax credits count as the kind of social assistance (welfare) that makes someone ineligible to sponsor. Persons in receipt of such credits in Canada are still eligible to sponsor.

What might pose more of a problem for you for sponsoring is demonstrating that you will re-settle in Canada (you should submit a detailed plan, given all the ties you have to the UK) and it should be clearly demonstrated that your husband is capable of becoming self-supporting in Canada, given that he is self-employed.
