I really don't understand what the big deal is over language requirements.

If you want to become a citizen in Canada - learn English or French to a reasonable standard if you do not already know it. I don't see what this is such a big thing to ask? Canada wants citizens who can integrate in the society.

Exactly! The article says that some immigrants work on the survival jobs to sustain their families. Not knowing English/French would keep them on these jobs forever.
And why do you need a citizenship if you don't speak the official language, to vote ? How the hell do you know who are you voting for if you don't speak the language ?
 
I personally believe, the immigrants ought to learn one of the two Canadian official languages for their own betterment here.

However, considering its not easy to learn a foreign language by people at certain age, granting exemption for people over 60 years etc.
