if he/she has Bachelor Degree and after that he/she has master as well....!
please explain how WES will evaluate ONLY master degree?
when he/she will send ONLY master degree for evaluation to WES then he/she will wait forever but will never receive any ECA report.
to receive ECA report one must send all his/her educational credentials to WES, then after evaluating, WES will decide whether the SAID master degree is equivalent Canadian Master or Bachelor. so point will be based on ECA report, not on the basis of one's own claims.

no this not right, for WES , they have different options, but if you want to apply for FSW then you need to select FSW 2014 ECA (Full Package) - remember FSW 2014 Package is different from their other products, so please don't get confused, select FSW ECA Package, and then they will require your all education documents to evaluate your education. after considering all credentials they will issue ECA report which will indicate your level of education.
for example some applicant from different countries have 16 years education with Master Degree, so WES evaluate 16 years Master degree , usually, equivalent to Canadian Bachelor.
