MASc in ECE - advisor search

hi,
how long before the deadline should I contact the supervisors for MASc?
Usually they take a lot of time to reply so I wanted to know how much buffer time I should keep.

Please reply as soon as possible as the University deadlines are approaching.

Most of the professors are not giving reply. usually they take upto 8 weeks.

I have tried contacting professor. however, still waiting for reply

Oh..and how am I supposed to approach them.. could you give a sample email or something?
And I want to apply to Manitoba and they only take international students for MASc.. also to windsor, concordia.
