Hello, I sent in my inland spousal application and it was returned to me because of a mistake by the CIC. They claimed my marriage license was not proof of marriage, but they neglected the fact that it meets all of the requirements. Civil document that proves that our marriage is registered with the government it took place. I am from Texas, and they do not do marriage certificates there, the completed license acts as proof. The county clerk signed it, and there is a big fat stamp that says, proof of registry. What can I do? They took 6 months just to send it back, so now my signatures are all invalid, my country specific documents are invalid, and even my PR card from USA is invalid. I am pretty distraught.

You do need the certificate, not the licence. It's something you have to dispute with Texans authorities since CIC won't accept it as proof of marriage.

I believe there are several states that do not have a separate marriage certificate, the solemnized and registered marriage license is the only document available.

But I do not know how to convince the ircc that this is the correct document. (Or what precise form is used in Texas).

A question @dual2canada - did you submit a copy of the original document issued (stamped) or a copy or extract from the county registrar ? I would think the latter preferred but may differ by county (ie whether the county clerk record is a photocopy or an extract / summary, which could be what they are looking for).

I'm sure there are other Texans that have been through this. Unfortunately you likely have no alternative but to resubmit your entire package.

It is possible it was just an error by ircc but it's also possible what you submitted was not actually what they were looking for.

I'd suggest in the interim contacting the county clerk and ordering from them your proof of marriage. That way you'd start and see if it looks different. Might even ask for marriage certificate, I bet they're used to that.
