I am planning on getting married to my Filipino sweetheart this year. We have been together since Nov/17, we are in continual communication daily, financially linked and I have visited her twice pre-pandemic. In my research I have come across a couple of step by step guides. Two of them which have mentioned having a Moral Character Reference as part of required documentation. I have found no mention of that from other users posting here. Has anyone who has been married in the Philippines come across this issue? Did you have to provide a Moral Character Reference as a civil marriage requirement?

- Certificate of No Impediment (CNI) to be issued after booking an appointment and taking an oath in the embassy.
- Original copy or certified true copy of birth certificate.
- Original copy or certified true copy of divorce decree absolute or death certificate of deceased spouse, if applicable.
- A Moral Character Reference, which takes the form of a letter or certificate from a person of authority, a social worker, health or education officer, or a church minister who has direct personal knowledge of the prospective foreign spouse’s character.
