I am getting my marriage certificagte translated... one quick question, does it have to be notarized or certified?

Yes, official documents should be accompanied by a certified translation - a notarized translation by a certified translator. The translator also has to provide a statement giving his/her name, the language translated, and swearing that it is a true translation of the original.
