Need advice on what does appostillisation/attestation of marriage certificate means?? Is it a mandate to get the marriage certificate attested to prove it a legal document??

We had submitted apostillisation of Marriage Certificate as we were married in USA. Though it was not in CIC Guide but for a safer side we done that.

Original Marriage Certificate usually have a seal/stamp of issuing authority. Generally, An original document does not require any certification.
A true copy of the original is attested to be a true copy and/or notarized by a Notary Public or certified by the issuing authority. This is accepted in place of original by most authorities/government departments.
Some countries (mostly for immigration purposes) require the Original or True copies be certified by apostille. This is done by the Foreign Ministry or Secretary of state.

I agree with RaJaji.
Those countries who are member states of the Apostille Convention (1961). insist the other member country citizens to get their documents apostilled by their Ministry of Foreign Affairs. Canada does not always have such requirement but may ask to submit attested or certified photocopies of certain documents.
