marriage certificate to sponsor parents

Good day everyone,

I live in Montreal, Quebec. I plan to sponsor my parents in 2019

I have asked my husband as a co-signer, and I need to present the marriage certificate to CIC, but the paper which CIC could accept is the certificate issued by Directeur de l’état civil.

we had our ceremony in Nov. 2018 and applied the certificate the next day, till today almost end Jan., we still haven't received it.

I have phoned twice asking the status, they replied my marriage hasn't been registered yet in the system and they have so many cases and they are in huge delay. they have no idea when this reintegration could be done.

I feel so frustrated, in this case, my status valid as married? which other documents I could provide to CIC mention I was married but waiting for the final certificate?

Going through the same process, it's so annoying, I have been waiting on my marriage certificate for months. I went online to apply for it even before the marriage was registered. I am in Ontario, but for us there is a longer than usual delay right now, I guess due to the amount of marriages. I got marriage I sep, applied online in November, in January it was processed so I should get it anytime now. But my understanding is you can put a rush on it if it's for immigration,
