I received my csq as single and i ve apllied to PR. After that I got married and I added my wife at quebec and MIDI told me to inform IRCC about that also. My question is how to proceed to inform IRCC to declare my marriage and should i add my wife on my PR application? Is that possible? Please advise me on how to proceed. Thank you so much.

You have no choice. It's mandatory to have your wife added to the application, even if you declare her as non-accompanying.

In this enquiry the information about the enquirer are the same as the applicant or the wife's info. And what can i do to avoid delays in the federal stage?
You use the information from the existing application to raise the CSE. Then follow IRCC’s instructions.
In this application i have to fill information about the applicant wich is obviously me and about the enquirer and his relation to the applicant. The enquirer is me also?
