I have a question, which some of you wonderful people can answer. Myself and my wife are permanent resident and living in Manitoba since 2 years. I want to bring my brother and his family here. My brother does'nt have strong credentials, but my sister in law (brother's wife) has good studies, IELTS, work experience. Can I put their application under family then? Because my sister-in-law has to be principle applicant. Are they eligible under family stream?
