Have the below provinces provide PNP programs which do not require Job offer or connection?

Manitoba
British Columbia
Alberta

As per my knowledge, both of these PNP is not opened now and they require job offer.. But Manitoba now accepts EOI and if your relatives are there in Manitoba its a great advantage..
