I am new to conducting research about Canada immigration. Is it true that once I get a PR, I can delay moving to Canada?

I heard this from some friend but I cant validate this information. What I got to know from this person is - that once I get through Federal Skilled Worker program through Express Entry, I can keep the PR on hold for the first three years and decide in the fourth year whether I actually want to move to Canada or not.

You don't have to move to Canada after you become a PR. To maintain your PR status, you have to meet residency obligations; you have to spend time equivalent to two out of every five years in Canada.
 
After your PR visa is approved, you must travel to Canada and "land" to trigger your visa and become a PR. Once you've done that, you must live in Canada for 2 out of every rolling 5 years to keep your PR status. Yes - technically it's possible to leave Canada after landing for three years. However this isn't a wise decision. If you do that, then once you return to Canada after three years, you must remain in Canada for two years straight without leaving before you'll be able to renew your PR card. But yes - technically possible.
