Lost passport

Hello,
Let me rephrase my last query. My passport is lost in mail between USA and Canada when I applied for student visa. Its been over one month and it is untraceable as it was sent by ordinary mail. Now the question is can I report the loss of passport to the police without having a letter of responsibility from the consulate in US or the postal services between USA and Canada? Though I have the copies of all the follow-up mails between me and consulate, photocopy of my last passport and work permit and the receipt of draft attached with visa application.
Someone please reply, I'm in a desperate situation.

Have you checked with Canadapost? You can file a complaint with them about the missing document. If the passport is really lost, you should be able to report the loss to the police. Did you include a return envelope with tracking number with your application?
