Lost passport while..Discrimination?Need help!!

Hi, I lost my pport outside of my counrty. Before I left I had my medical exam, which was good and they called my to go back for the stamp -or what. Now they said I gotta apply again with the new pport but dont need to attach all those documents again only the form and pay the fee. Is there any chance that I wont get the study permit because I lost it? I guess they sent me to the medical check because I was "on my way" to the visa.

I really dont things is big issue people do loose thing make sure you report that your passport is lost ! And stated reference number the one before ! And also explain to them you lost the passport
