Hello, I came to Canada last year in a working holiday visa that expired the 27 of August of 2020.
My intention after was to study but I couldn't apply for things because my passport was expiring so I went to renovate it but it got delayed and my visa expired in the middle of this process. So I hired a firm of lawyers to help me with my process.
They said I would need to do a status restoration to visitor and then send the student application.

What happened is that first we sent the restoration of status 13 of October and then 16 of October we sent the student application. The student application was refused the 26 of October saying that I didn't had a legal status at the moment so it couldn't be granted.
The lawyer said now we only can wait for the restoration of status to be approved and if so then we should apply again for student visa.

On the website of canada immigration, it says that you can apply for restoration of status and the new visa (in my case student visa ) at the same time and they are gonna process, first, the restoration and if approved, then, the other visas.
So I wonder why does the restoration of status wasn't proceeded before my student visa application?

You might want to get a second opinion from another expert or lawyer. Usually application for restoration and a new permit like study permit is made simultaneously ie in same application. So they restore your status and verify your eligibility for another permit and process it at the same time. It at times take 6 months or may be more.

There are some new complications in restoration process these days, I don't know practically how much applicable they are. These days restoration to visitor does not exactly work, you need to restore to the authorization you held previously. That is, if you held a work permit you can apply for restoration as a worker only and simultaneously apply for study permit in the same application. This change happened in feb or march after a court decision. Lawyers say practically you can apply for restoration process to visitor. I know some folks who were denied restore to visitor.
